Try Willie Mae's bakery in Plano. They have been in Plano forever.
If this is for a kids party you could try the Edible Pens which works like a regular marker but it has edible ink. Kids can draw and decorate their own uniced sugar cookie before eating them. The link below has a better description of them. I saw it on the food channel and looked like a great activity for kids.
If you're willing to go to Dallas, Society Bakery on Greenville at McCommas (south of Mockingbird) is AWESOME! They have the best cupcakes ever (way better than Sprinkles) and do great decorated cakes. I know they do sports team cookies, so I'm sure they do other custom ones. Plus the owner donates a portion of her profits to charity, hence the name Society. If you come down, they're attached to a nice lunch/coffee spot.
Tart bakery does cookies. I think they have a location at The Shops at Willow Bend in Plano.
I second Sweet temptations....sooooo yummy! Celebrity Bakery also does great cookies (there are a few locations)
